In 1962, the RC&D program was created to develop and implement action plans for social, economic, and environmental enrichment of 10 communities at risk. Today, there are 375 RC&D Councils that represent about 85% of the United States. The RC&D process is a unique blend of government and nonprofit partners. The USDA provides much of the overhead costs associated with operating an organization and the nonprofit side is responsible for creating and implementing grassroots solutions. Brochure download.
